The studies dealing with the diagnosis and prediction of severe weather events (severe squalls and heavy precipitation) are presented. The conditions for the formation and evolution of the polar cyclone in the Barents and Kara seas are investigated in connection with the accompanying weather hazards over the northern seas. The meteorological prerequisites for the extreme water level drop in the northeast of the Caspian Sea in April 2019 are analyzed. The role of the Okhotsk tropospheric cyclone in the formation of extreme air temperatures at coastal stations in the middle of winter during 1950–2019 is considered. The results of studying changes in climatic conditions in southeastern Transbaikalia during the growing season are presented according to meteorological and dendrochronological data. The section Marine and Hydrological Forecasts presents a study of changes in climate norms in the long-term forecasting of the Sea of Okhotsk ice cover. The possibility of forecasting the flow of Russian rivers by the hydrograph extrapolation method is estimated. The section Atmospheric Processes and Atmospheric Pollution shows an application of the meteorological indicator of pollutant dispersion for predicting adverse meteorological conditions. The method of refining emissions used in the calculations of chemical transport models is discussed. A translation with comments on the WMO international competency requirements for public weather forecasters is published for the first time.
